Monrovia; Friday, April 24, 2015: In an effort to attract the most technically competent contractors for the development of a new state of the art Roberts International Airport through a Build, Operate and Transfer (BOT) agreement, the Government of Liberia through the Inter-Ministerial Concession Committee (IMCC) on March 26, 2015, constituted a Review Evaluation Panel (REP) to vet applications from business firms which applied through the Request for Expression of Interest (REOI).

The Review Evaluation Panel (REP) which was chaired by Daniel T. Johnson, Technical Focal Point(TFP) for Policy, Planning and Projects in the office of the Minister, Ministry of Transport (MOT) also comprised of three other representatives of the Liberia Airport Authority(LAA),Paula Fares-Harvey, Deputy General Manager for Technical Services at the Roberts International Airport (RIA), Jero Mends-Cole, Acting General Manager for the Liberia Domestic Airport Authority (LDAA), Joe Gene Mulbah, President & CEO of the Musons Group Inc. and Madam Margret Philips, Concession Analyst of the National Investment Commission (NIC). An intensive Pre-Qualification Evaluation Exercise was conducted to select potential technically competent group (Contractors) for large scale contracts with complex and highly specialized services in strict compliance with the Request for Expression of Interest (REOI) submitted.

Based on the Request for Expression of Interest (REOI), the Panel finalized the formation of a matrix based on the prequalification criteria as agreed below:

     Core Business/Profile;
     Technical drawings and data;
     Technical free zone;
     Technical proposal of a hub;
     Experience working in ECOWAS Region;
     Audited financial statement for the last three(3) years;
     Financial analysis of associated costs & suggested financial options;
     Timeline for the construction of proposed facility;
     Local content participation/TOT; and
     Outline of airport operation

After an exhaustive evaluation process which took into accounts all conditions required for the prequalification of firms, the Review Evaluation Panel (REP) recommended to the Inter-Ministerial Concession Committee, the below listed companies to be substantially responsive to the REOI for which the Committee requested that they be considered for the second phase of the evaluation process whereas seven (7) Firms/Applicants were rejected on the basis of being substantially non-responsive to the REOI . The five (5) Firms/Applicants prequalified and recommended for phase two are:
